Consult the G.O. on this subject. The earliest legislation about piers & wharves at Hong Kong is contained in two special ordinances 18 & 19 of 1884. As to the powers of the Government in those, see §§ 14 & 19 of the former, and §§ 18 & 23 of the latter, which enable the Government under certain events and at the expiration of the term granted (20 years), to purchase the works at the cost of the Government or to require their removal at the cost of the grantee.

Erdmann 1887

The first general legislation on the subject is contained in §68 of the Building Ordinance (15 of 1889) which provides for all cases of piers and wharves erected under special ordinances. An undertaking in the form contained in Schedule D has to be signed by the person erecting a pier or wharf. Clauses 3, 4 & 5 are material to this question & plainly give no right of compensation.
